  • Magistrate of the Regional Administrative Courts (T.A.R. – Tribunali Amministrativi Regionali), appointed to the Brescia T.A.R. (Feb. 1st, 1998 to Feb. 2000);
  • Magistrate of the Court of Audit, appointed to the Trento office (Dec. 29th, 1997 to Feb. 1st, 1998);
  • Ordinary magistrate (Nov. 22nd, 1991 to Dec. 29th, 1997): judicial auditor at the Tribunal of Trento, then (1992-1995) Tribunal magistrate with judge functions at the Tribunal of Barcellona Pozzo di Gotto (Messina), then (1995-1997) with judge functions at the Juvenile Court of Trento - served as the designated Judge for bankruptcy proceedings for two years, acquiring considerable experience in the sector;
  • Official of the Ministry of the Interior (Oct. 25th, 1989 to Nov. 22nd, 1991).

Education

Law degree from the Sapienza University of Rome with marks of 110 summa cum laude (July, 1988).

Lecturer for university and post-graduate courses on administrative law and antitrust law; co-edited and contributed to legal trade journals, authored over 50 publications in the administrative law sector, including R. Collaborated with the Ministry of Regional Affairs and Local Autonomies as a member of the joint Committee on the laws for implementing the special Statute of the Region of Aosta Valley and as an expert on issues concerning the liberalization of public services and the reform of the consolidated law on local entities and issues related to mountainous areas. Member of the regulatory quality and simplification Unit established at the Presidency of the Council of Ministers.

Collaborated with the “PHARE Twinning Project on competition,” financed by the European Commission to address Romania's entry into the European Union, several classes on antitrust law held in Bucharest.

Author of the following publications on independent administrative Authorities and the Autorità garante della concorrenza e del mercato.

Speaker on antitrust law at numerous conferences.
